CAP, the Portuguese Confederation of Agriculture, says the sector needs 4,000 foreign workers for 2023. Agreements are being sought with Morocco, India, Nepal and Bangladesh, due to the lack of uptake of these essentially unskilled manual jobs by Portuguese citizens.
