Lisbon City Council is urging the government “not to make the land law more flexible”, (as is planned) as this could encourage property speculation and increase the risk of corruption. At a private meeting of the municipal executive, Left Bloc (BE) councillors presented a motion “against making the land law more flexible and defending dense and cohesive cities”, which was approved with votes against from the PSD/CDS-PP leadership, which governs without an absolute majority. As deputy minister for territorial cohesion Castro Almeida explained last month, changing the land law would “increase the number of plots available for housing construction”. The idea is to encourage local municipalities to find new areas that can be built on in the context of new rules that would protect against speculation/ corruption.
