The tender for the construction of a desalination plant in Albufeira is in its final stages, with two Portuguese-Spanish consortia in the running, having put in bids under the €108 million limit set by Águas do Algarve (implying government spending will be in the €18 million ballpark, given that EU funding covers only €90 million). The consortia are Portugal’s Aquapor/ Spain’s GS Inima (which has bid a total value of €107.92 million) and Transwater, Cimontubo and Spain’s Tedagua, part of the Cobra group, which have put forward the costing of €106.97. A decision has to be made in September, due to limits on European Commission PRR funding – and meantime two court actions are in place, arguing that a desalination plant will not ‘fix’ water scarcity, and carries too many environmental risks and downsides.
