The bitter wrangle over INEM’s ‘direct contract’ for emergency helicopter cover with Spanish group Avincis has seen the Accounts Court rule that the contract must go forwards, even though ‘illegal’, as the government has not ceded INEM with enough funding to find a workable alternative. The ruling completely vindicates INEM’s former president Luís Meira, who resigned over this issue, complaining he had lost faith in ‘the hierarchy’ – and it leaves the onus on the government to furnish INEM with the money it needs to find a viable alternative to Avincis, in the future.
