New Silves holiday village: public consultation opens on environmental impact study

Quinta do Pateiro promises “high quality tourist resort with 600 beds”

The environmental impact study for Quinta do Pateiro, in Silves – a ‘high quality’ tourist resort with 600 beds – is open for public consultation until April 24.

A statement from Silves town hall explains that “the elements of the Quinta do Pateiro Environmental Impact Study (EIA) are available for consultation for 30 working days, from March 13 to April 24, 2025, on the website of the Algarve Regional Coordination and Development Commission (CCDR), IP, and on the Participa Portal”.

According to the statement, the project, promoted by Confidential Sphere – Investimento Imobiliário, Lda, is the result of the allocation of 600 tourist beds in an area covered by the Quinta do Pateiro Detailed Plan, the aim of which is to “develop a differentiated tourism product, respecting natural values present which seek to mitigate regional asymmetries”.

On the Participa Portal, which provides information on the processes subject to public consultation, it is noted that the plan is to implement, in the future, “a high quality tourist village with a five-star rating”, with a developable area of 30% of the total area of the property (around 627,000 sq m), making up an area of approximately 180,888.00 square metres.

“The aim of the Quinta do Pateiro Tourist Village project is to value and respect the natural characteristics of the area, enhancing and preserving it in a balanced and extremely detailed way,” says the portal.

The explanatory text also refers to “the large investment associated with the implementation of the entire project”, suggesting it can only move forwards in phases – thus this EIA refers to the ‘Urban Allotment Operation’.

Looking up Confidential Sphere online, it does not appear to have constructed any other tourist villages in Portugal, thus this may be a project that it seeks to ‘get permission for’ in order to sell on.

Silves local media, TerraRuiva, refers to the cost of the overall investment as €90 million. It also outlines the number of properties, “20 units T, 80 units T2, 14 units T3 and 40 T3 XL, all units have a swimming pool.

“Among facilities will be a Club House, with children’s playground, a horse-riding centre and picadeiro, an area of sports equipment, restaurant and collective pool, as well as a commercial area with shops and services”. ND
