New homeless strategy to include Roma population

The new National Strategy for the Integration of People Experiencing Homelessness (ENIPSSA) – devised by the previous PS Socialist government – includes a warning and prevention system for early intervention to help prevent new cases, which for the first time covers Roma people (gypsies). The document, which covers the period 2025-2030, was published today in government gazette Diário da República and includes four strategic axes: promoting knowledge of the phenomenon, defining and implementing an Integrated Warning and Prevention System, reinforcing an intervention that promotes the inclusion of people at risk, and coordinating, monitoring, and evaluating ENIPSSA.In the most recent count of the number of people experiencing homelessness in Portugal, it was possible to identify 10,773 cases, 5,975 of whom were homeless, i.e. living on the street, in an emergency shelter or in another precarious place, while the remaining 4,798 had no home and were living in temporary accommodation.
