The Prior Velho car park conflagration, initially blamed on an electric vehicle catching fire; later blamed on a short-circuit in a combustible engine car, has now delivered a new ‘shock’: it was not licensed as a car park. Well over 150 vehicles were destroyed; insurers have been faced with a massive bill, and now it transpires that the owners of the car park were only licensed as a warehouse.
