I believe most apartments are within a condo association and, if not, probably should be. I believe it is possible to write into the condominium rules the conditions of pet keeping, how many and what size and then if there should be a problem of any sort this can be referred back to the association.
It is my understanding that within rural areas there is a limit of six dogs (am not sure of limit on other animals) per property and that these animals must be provided with adequate ‘housing’. If there are more than six animals on a property, the owner must have a valid licence.
There are many instances of residents being disturbed by barking dogs at night and go on believing that there is nothing that can be done about this. This is not so.
If the disturbance is between 10pm and 6am complaints can be made. My advice is not to give up if complaint is not followed up after first visit to the police.
You might have to meet with police at 2am to prove the noise is disturbing but persistence does pay off. I have been there and after about five visits and recorded complaints about the same ‘pack’ of dogs, the owner was contacted and the problem was resolved.
