Relocation to Portugal – Navigating AIMA changes

In the wake of last year’s significant governmental restructuring, Portugal’s immigration landscape has undergone transformative shifts, marked by the recent abolishment of the Immigration and Borders Service (SEF) and the creation of the Agency for Integration, Migration and Asylum (AIMA) along with other key institutions.

On October 29, 2023, the curtain fell on SEF, paving the way for a comprehensive reorganisation of its functions. AIMA now stands at the forefront, assuming critical responsibilities previously managed by SEF. This includes overseeing residence permit and refugee applications, while the Registry and Notary Institute (IRN) has taken charge of passport issuance and residence permit renewals. In addition, a Unit for Coordination of Borders and Foreigners (UCFE) has been established to streamline services, managing border control, consolidating information, issuing security alerts, and maintaining databases.

Central to this shift is a monumental effort to address the backlog of 347,000 pending migrant legalisation applications – a mega-operation is planned to resolve it, symbolising Portugal’s commitment to effective migration management. Furthermore, complementing these structural adjustments are legislative revisions such as the termination of golden visas and the introduction of CPLP visas, significantly impacting the processes of legalisation and residency procurement. These changes underscore the growing complexity of these procedures, often requiring specialised guidance and counsel.
