IN AN effort to raise the birth rate, the Russian province of Ulyanovsk declared a Family Contact Day on Wednesday, which has unofficially been called Conception Day. The now annual public holiday is held nine months before Constitution Day, so that in theory mothers should give birth on June 12. Many feel that this is an oppressive act of forcing people to procreate and give birth when told to.
