Portugal among 10 most attractive destinations for world’s super-rich

Portugal is rapidly establishing itself as one of the 10 most attractive destinations in the world for foreign millionaires. 

According to the latest Private Wealth Migration Report by British consultancy Henley & Partners, only Italy and Switzerland are expected to receive more super-rich this year, while Portugal stands to welcome 1,400 more high net worth individuals by 2025. These new residents bring with them an estimated total of 8.1 billion dollars in wealth, suggests the report.

This phenomenon confirms a trend that has been consolidating over the last decade. Between 2014 and 2024, the number of foreign millionaires settling in Portugal increased by 38%, reports Jornal de Negócios.

Despite not leading the world ranking, Portugal is the 7th most attractive country for millionaires in 2025, beating economies such as Greece, Canada, Japan, Monaco and the Netherlands. 

At the top of the list is the United Arab Emirates, which is expected to welcome 9800 millionaires this year, representing a total of 63 billion dollars.

But in Europe, only Italy and Switzerland surpass Portugal in attractiveness – with 3,600 and 3,000 foreign millionaires expected to arrive, respectively. 

The United Kingdom, on the other hand, stands out for sending millionaires running: 16,500 are expected to leave this year – more than double the number leaving China, the second country with the largest millionaire exodus (7,800 millionaires).
