109 new homes to be built across the municipality under local housing strategy
The municipal council of Lagos is pushing forward with plans to increase its public housing, having awarded contracts for the construction of two new residential developments and launched tenders for two more.
In total, 109 municipal housing units for rent will be built, representing an investment exceeding €18 million.
These initiatives are part of Lagos’ Local Housing Strategy, which has already seen 47 homes allocated in previous phases. The new projects aim to further expand public housing options across the municipality, including in the town of Lagos and nearby areas.
In Chinicato, 24 homes will be built on municipal land. The awarded contract includes the design (based on an existing preliminary study) and construction, with a timeline of 540 days and a budget of €4.2 million (plus VAT).
Meanwhile, in Bensafrim, another 14 homes will be developed near the municipal market under a similar design-build contract, scheduled to take 410 days, with a projected cost of €2.4 million (plus VAT).

In addition to these two adjudicated projects, the municipality has opened tenders for the design and construction of 20 homes in Bensafrim (to be built in the Lacóbriga Municipal Development), and 51 homes in Santo Amaro – with an estimated combined cost of €11 million.
This effort is part of a wider and ambitious public investment in housing. Notably, a separate tender is already underway for the construction of 104 apartments and a collaborative housing unit in CHESGAL, Lagos, budgeted at €19 million.
To support this expanding portfolio of housing projects, and in light of uncertainties around the approval of PRR (Recovery and Resilience Plan) funds — under the “Support for Access to Housing” programme — the municipality has opted for a €25 million bank loan. This financing decision was also approved during the most recent City Council meeting.
As Lagos mayor Hugo Pereira noted during the session, the municipality has already invested €4 million in the construction of homes in Bensafrim, Sargaçal and Lagos, but to date, only €900,000 has been received from the national PRR programme.
