Loulé opposes possible closure of INEM Algarve

The municipality also calls for "full operational capacity" of the emergency medical helicopter based in Loulé

Loulé council has voiced strong opposition to the potential closure of the INEM Algarve Regional Delegation, warning that such a move would weaken emergency medical response in a region with “permanent and specific demands”.

The municipality said reports pointing to the possible extinction of the Algarve delegation, under a reorganisation process being assessed by an Independent Technical Commission, raise “serious concerns for public safety”.

According to the council, the closure of the INEM Algarve structure would represent a major setback in emergency medical capacity across the region.

Loulé Council explains: “The INEM Algarve Regional Delegation was inaugurated in May 2024 as part of a cooperation project between Loulé municipality and INEM, designed to serve the entire Algarve and strengthen efficiency, coordination and proximity in medical emergency response.” The inauguration was attended by Minister of Health, Ana Paula Martins.

The facility includes a Training Centre, the Emergency Patient Guidance Centre (CODU), Regional and Nursing Coordination Offices, logistical support services and operational areas, offering full conditions for INEM professionals.

The building is located within the Loulé Security and Civil Protection Citadel, next to the A22 junction. The site brings together the Municipal Fire Brigade, the Regional Emergency and Civil Protection Command, the municipal heliport and one of the INEM helicopter bases, supporting operational, training and strategic coordination.

Loulé council said it expects “common sense to prevail” and that the structure remains in service for the Algarve and the country. The municipality also called for full operational capacity of the emergency medical helicopter based in Loulé, noting that “repeated inoperability” compromises emergency response and creates public concern.

“The Algarve needs this modern and integrated infrastructure to remain fully operational. It was designed to serve the entire region. After several months of operation, it is essential to maintain this response, built through strategic vision and institutional cooperation,” said Loulé mayor Telmo Pinto.

The mayor has already communicated the municipality’s position to the relevant authorities, opposing any solution that involves closing INEM Algarve. He warned of “reduced protection for residents, wasted public investment and a weakened regional emergency medical system”.

Loulé council said it will continue to support solutions and public policy decisions that address the real needs of local communities.
