Lagoa council warns residents over rules for prefab homes

Council says prefabs may need licences and face stricter inspections

The municipal council of Lagoa is warning residents that installing prefabricated and mobile structures without proper permits could break planning laws.

In a statement, the council said so-called “wooden houses”, “modular homes”, “prefabricated units” and “mobile homes” must comply with national urban planning rules.

Officials stressed that these structures are not exempt from regulation, as has been seen in several parts of the municipality. Their installation must follow the Legal Regime of Urbanisation and Construction, as well as local planning instruments such as the Municipal Master Plan (PDM).

The council made clear that any structure connected to utilities like water, electricity, sewage or gas – or those intended for long-term use and fixed to the ground – is considered urban developments, and thus require mandatory municipal licensing.

As a result, the local authority is urging property owners and anyone considering installing such units to contact the council’s technical services for guidance and to make sure they are following all rules.

At the same time, the municipality of Lagoa said it will step up on-the-ground inspections to identify and tackle illegal cases. The aim is to ensure compliance with the law while protecting land use, the landscape and natural resources, the council says.
