Passengers at Porto and Faro airports could face higher airport charges in 2026, while those travelling through Lisbon may actually pay less, according to proposals put forward by ANA – Aeroportos, the Vinci-owned concessionaire.
The company has suggested raising fees by €0.34 per passenger at both Porto’s Sá Carneiro and Faro airports, a 3.9% increase, reports Jornal de Negócios. But at Lisbon’s Humberto Delgado Airport, a contractual adjustment will mean a reduction of €0.76 per passenger, or 4.65% compared with 2025, despite an initial proposal for a small increase of €0.05.
The reason for the difference lies in the concession rules. In Porto and Faro, fees can only be updated in line with the Harmonised Index of Consumer Prices (HICP), under rules set by the National Civil Aviation Authority (ANAC). In Lisbon, however, the concession model includes corrections for past estimation errors – and this year’s adjustment is working in passengers’ favour.
Airports in Madeira and the Azores, which are grouped with Lisbon under the concession, will not see increases either.
The proposals are based on traffic forecasts for 2026, which ANA has already presented to airlines but which still require ANAC approval. The operator expects 35.7 million passengers in Lisbon (+1.1% from its estimates for 2025), 16.6 million passengers in Porto (+1.9% from 2025), and 10.2 million passengers in Faro (+1.7% from 2025)
If approved, the new fees will take effect in 2026.
