€50 million beachside hotel greenlit in Armação de Pêra

“One of the last free spaces near the beach”: citizens take to social media to express their outrage

The municipal council of Silves has greenlit a massive new €50 million beachside hotel for the coastal tourist town of Armação de Pêra, having issued a construction license for the project.

The future development – a four-star hotel in Vale do Olival featuring 250 rooms and expected to accommodate up to 500 guests – is set to include indoor and outdoor swimming pools, a basement level, technical areas, parking facilities and a range of hotel services, the council says in a statement to the press. The project represents an estimated €50 million investment and is scheduled to take 36 months to complete, although the developer says it intends to finish sooner to reduce disruption for residents and local businesses.

The architecture plan was approved under the Armação de Pêra Detailed Plan and received favourable opinions from national tourism authority Turismo de Portugal and the Portuguese Environment Agency (APA), the council adds.

As part of the development deal, the municipality has imposed several public infrastructure upgrades in the area, including the installation of a large rainwater drainage system (DN1600) on the west side of Avenida Beira-Mar, and the creation of a new public sanitation network and drainage system for rainwater on the same avenue.

These works are considered essential for the hotel but will also improve urban services for the wider western part of Armação de Pêra, the municipal authority says.

The council adds that the developer – yet to be named – has additionally shown interest in helping build a new public car park in Vale do Olival – a separate project already underway at the council – aimed at improving access and boosting the seafront’s appeal.

Defending its decision to greenlight the project, the council stated that it will “complete and upgrade a currently unused plot, adding infrastructure, improving the urban environment and strengthening the town’s tourism offer. The hotel, which the council insists will make Armação de Pêra “more attractive,” is expected to create around 100 direct jobs.

However, reactions to the news on social media have overwhelmingly been negative. On the council’s own post announcing the project on Facebook, dozens have raised their voices against the plans.

“In a parish where there is so much to do to improve life quality, it is regrettable that the municipal council of Silves is presenting yet another tourist development and block of concrete as a great achievement. Armação de Pêra does need investment, but not this kind,” one citizen wrote.

Another concerned local also lamented the council’s “lack of vision”.

“Instead of investing in a green area, parking, or something for the population, we will enrich another hotel accessible only to the foreigners who visit us, creating another concrete wall that will block the only area with a clear view”.

Others call for local residents to band together against the project, citing Lagoa’s Alagoas Brancas wetland as proof that public pressure can change development plans – even those with the necessary approvals and green lights.

Despite the public opposition, Silves council says that road traffic alterations will be announced in due course due to the constructions works.

One temporary change has already been confirmed: the taxi rank on Avenida Beira-Mar (west side) – near Pastelaria Busíris – will be relocated to Rua Francisco Oliveira Santos, in front of the main entrance to the T.A.T. shopping centre.

This move will remain in place while improvement works progress first on Rua D. João II, and later along the west side of Avenida Beira-Mar.
